The captioning service is funded using surcharges on all telephone bills. You become a contributor once you have paid your phone bill.

How a Caption Call Works

The agent uses both voice-recognition and manual correction technology to turn the audio into captions, which helps us to offer the most accurate captions possible. Protocol for Caption Call

FEDERAL LAW PROHIBITS ANYONE BUT REGISTERED USERS HEARING LOSS FROM USING INTERNET PROTOCOL (IP) CAPTIONED TELEPHONES WITH THE CAPTIONS TURNED ON. The IP Captioned Telephone Service may use a live operator. The operator generates captions of what the other party to the call says. These captions are then sent to your phone. There is a cost for each minute of captions generated, paid from a federally administered fund. No fees are passed along to individuals who qualify for the service.
